After a long process of discussion, the Rajakratija introduced a Constitution which regulated the distribution of power between the monarch and the people, represented by an elected People's Congress. To celebrate this event, a series of 3 stamps was issued, displaying the Arms of the Rajakratija together with a flag with the text "Konstitutija" written on it.

Commemorative Issue "First People's Congress"

In May 1992, the First People's Congress was elected, with a conservative-liberal majority supporting the Royal government. Both nationalist and leftist movements only got small vote shares. Nevertheless, the People's Congress formally declared itself to be the supreme Sovereign Authority of the state, a declaration supported by King Gijorgi I. The Congress and the declaration were celebrated by a series of 3 commemorative stamps.
